After Registration
Once registration has been completed the Mentor-Protege Program is broken down into two cohorts:
- The Construction Contractor Cohort
- The Consultant & Professional Services Cohort

Our proven Cohort system
Each Cohort has 3 Tiers. Tiers 1, 2, & 3, – Each firm is initially placed in 1 of the 3 tiers based on their current PennDOT ECMS status and their work experience on PennDOT projects.
Please note your initial Cohort tier selection is not a result of your firm’s overall experience it is strictly based on your firm’s current PennDOT ECMS status and the information that was provided on your MPP questionnaire.
How PennDOT ECMS status correlates with the PennDOT MPP Tiers for each Cohort?
Any firm not yet Business Partner Registered On PennDOT’s ECMS system = Tier 1
Any firm Business Partner Registered On PennDOT’s ECMS system but not yet PreQualified, PreQualified -Exempt, or doesn’t have an Active CQP = Tier 2
Any firm Business Partner Registered On PennDOT’s ECMS And actively PreQualified, PreQualified -Exempt, or Has an Active CQP = Tier 3
What happens next?
Based on the information we gathered about your firm, you will start in the Tier 1 pool for your respective cohort. Your welcome email will tell you exactly which tier you are in and which cohort, contractor, or consultant. Proteges can only be in one cohort at a time.
What is the Goal of Tier 1?
Our primary goal for Tier 1 is to get you to Tier 2. So let’s now review how you get to Tier 2; please see the course in the MPP Tier 1 group room of your respective cohort. Also, see the discussions for more resources that will assist you with completing your PennDOT Business Partner Registration.

What are the expectations?
Finally, we want to set the expectation that this program is a PennDOT Mentor-Protege Program focusing on Civil Construction Engineering and Design. You may still participate in this program if you do not perform any services directly applicable to Heavy Highway Civil Construction or Civil Engineering, Construction Inspection, or Design. Still, there is a high probability that an awarded Prime Mentor may Never select you.
This is because the primes winning these jobs may not have the expertise to mentor you for your desired skillset.
In this scenario, the DBE/DB Supportive services staff will work with your firm upon request to assist with additional strategic planning and networking.
