Effective October 3, 2025, the United States Department of Transportation published an Interim Final Rule (IFR) requiring immediate changes to the Disadvantaged Business Enterprise (DBE) Program. PennDOT suspended advertising new MPP and SBE set aside projects and will evaluate the programs future strategic direction. PennDOT intends to update and reimplement the MPP and SBE programs at such time DBEs and SBE have been able to recertify.
